The CBO’s official FX-market page says speculative demand is contained in part by restrictions on banks’ open-position limits, and IMF material reports a CBO foreign-exchange exposure limit for banks of up to 40% of Tier 1 capital.
Payments and money-transfer activity are regulated by the CBO, and its money services regulations cover buying and selling foreign currencies, transfers inside and outside Oman, traveler’s checks, and related services. Official reporting shows minimum capital, licensing, disclosure, and internal-control requirements for licensed money services businesses.
What this means for choosing a broker
Tax is charged on what you made, not on where the broker is. What the broker's location does change is the paperwork you will have: a local entity reports in عُمان, a foreign one does not, and the statement you file comes from whichever entity signed you.
